Southern Humboldt Fire & Rescue (SoHum Fire & Rescue / SHFR) is a Joint Powers Alliance (JPA) formed by rural volunteer fire departments throughout Southern Humboldt County to strengthen emergency services, improve sustainability, and enhance coordination while preserving the independence and local identity of each department.
SHFR emerged from a 2021 needs assessment conducted by the Southern Humboldt Fire Chiefs Association (SHFCA), which identified common challenges facing local departments, including limited funding opportunities, increasing administrative and regulatory requirements, recruitment and retention difficulties, maintenance backlogs, and access to consistent training. A Joint Powers Alliance structure was identified as a practical, legally sound way to address these challenges collaboratively without consolidating departments or eliminating local control.
Under the SHFR framework, participating fire departments remain fully independent. Each department retains its own Board of Directors, assets, equipment, facilities, finances, and responsibility for emergency response within its district. SHFR does not supersede or govern local districts. Instead, its authority is derived directly from the member agencies, and participation in SHFR programs and services is voluntary.
As a separate legal and fiscal entity, SHFR enables member departments to work together in ways that would be difficult or impossible individually. This includes pursuing larger, multi-year grants, reducing administrative duplication, and sharing specialized resources. Departments may opt into some or all SHFR services based on their needs and capacity.
SHFR is governed by a Board of Directors elected by the member agencies. The board establishes policy, approves contracts, and oversees any staff hired to carry out the JPA’s mission. Member agencies may also form advisory committees to ensure broad representation and communication. Departments may join at formation or later, and membership is voluntary; agencies may withdraw in accordance with the agreement if participation no longer meets their needs.
Southern Humboldt Fire & Rescue Joint Powers Alliance is a collaborative framework designed to support and strengthen rural volunteer fire departments, improve emergency response capability, reduce risk and liability, and sustain fire and rescue services for the communities of Southern Humboldt while keeping those services locally based and community driven.
